If Candidates Do Not Develop Their Own Policies, Then Let's Vote for Those Who Do

If the people we are voting for are not the masterminds of their own policies, then what are they useful for?  The point is to vote for the person who has the idea of how to govern well - presumably, instituting that idea will create acceptable governance.  If parties are not the source of - and indeed, don't even have the incentive to create - their own policies, then the people who develop them in these think tanks should be the ones up for vote, with as much secondary support as they need for defense to operate in a political sphere where ridiculous things are done with the machinery of governance as a form of attack on the others who play that game and are nominally there to govern.

The political game is subversion of the mechanics of government, and these think tankers are the proper candidates.  Term limits and enforced dedication to a life-long medium income for every politician might help, too.  That's my thought.
